'09 TRD DC Sport

One side was a hit and run, the other side I did off-roading. Is the pas. side repairable? Or, am I better off replacing both sides? Can I replace them myself? Would it be better to be on the truck before painting or off? Trying to save money...I can replace them, but can't paint. I may call the INS and see what I can do about getting on side at least covered and see if it doesn't raise my insurance.
