5100 Question... Where does that lil bushing go???

Ok, just pulled them out of the box to put them on. There is a little Steel bushing on the 5100 with a little rubber washer. 3/4" in outside diameter maybe. Where does it go? Do it just hang out there on the strut shaft???? I am kinda stumped here...

Please advise me if you can...

On the rod? It holds up the bushings and washers, put the spring on, then you set the top plate over it, with the bushing and washer, and tighten the nut on top.
