O2 sensor resistance

I was checking the resistance of my O2 sensors to try and explain my bad hesitation. Based on the values in the Haynes manual, the downstream sensor read at 13.5Ohms, compared to the 6-11Ohms in the manual. The upstream however, read at 13.4Ohms compared to the manual value of 5-7Ohms. Could a difference that large in the upstream sensor be a sign that it needs replacement?
