No data from O2 sensor

    1999 Toyota Tacoma 2.7L 4x4 standard cab DLX.

    I have installed CAREFULLY the upstream and downstream O2 sensors that were purchased from Toyota dealer. This cleared up the sensor errors I was getting with my OBTD scanner tool. I am pretty sure my catalyst is failing because I keep getting the check engine light periodically and the scan code is P0420. I have to keep clearing this code after driving a little while. I can't find any exhaust leaks that could be causing this either and I have CAREFULLY cleaned the MAF sensor too with the correct cleaner.

    When I do an O2 scan once in a while I notice that I get "no data found" from the downstream sensor and it just shows a "?" mark.

    My question is if the catalyst is not working correctly could this cause this sensor to show no data or should I get this sensor tested even though it is fairly new?

    Is it possible I'm not heating it up enough to get a scan result?

    I would like details though on how to test with my DMM without a propane bottle. I'm not sure what to probe exactly on the downstream sensor connector for one thing. My repair manual has no details in it either just general info.
