Damaged Fender Flare

I broke one of the fiberglass fender flares on my 1998 Tacoma (which is otherwise in flawless shape). See attached photos.

Estimated cost from two different body shops:

$337 for a new (unpainted) one , or,
$240 to repair the broken one (4 hours at $60/hour)

I thought about fixing it myself to save the $240 (money is a bit tight here) but am not sure just how to go about it. I thought I would rejoin the two pieces by epoxying a metal strap on the inside, then replacing all the loose stuff on the outside with fiberglass or Bondo, then smoothing it out and having it repainted.

Am I on the right track here or is there a better way? Or would I just be wasting my time? I've never done anything like this before.
