Is a shop trying to shaft me?

Had to put the yota in the shop for some drive line leaks... Driver side cv shaft and output shaft to front diff off the transfer case. The mechanic said he had to uninstall whole transfer case and install the oil seals. Is this normal procedure??? if so what about cv shaft?

It could be leaking where the Trans case bolts to the Trans in that scenario it would have to be removed and resealed with silicone. But if it's just a seal I dont see why the case would need to come out
