Power Ports Not Working

    2004 Tacoma...Power Ports will not energize...Upon inspection (I removed the panel they are installed in) I noticed one had a bad fusible link however the other looked OK. The interior 30 amp fuse tests OK. I removed the Power Relay from the fuse box under the hood and installed a jumper to allow the power to present itself full time but still no power. No Power getting to the connectors that attach to the rear of the power port(s).
    Question: Can you test the Power Relay to determine if it is any good?
    Question: Do you have to buy a replacement from Toyota?
    Question: How in the heck do you remove the Power Port Cylinder from the housing?
