95.5 no start no codes cel wont flash

    Hi all,
    I have a 6/95 toyota pickup. 4 cyl, 2wd, auto, OBD2.
    It came to me as a no start. (drove to work and never started again).
    cel is on.
    couldnt get the cel to flash with a jumper.
    have spark,
    have fuel,
    bought a nice Innova scanner,
    it came on as soon as it was plugged into the obd conn under dash. but it

    couldnt get any info from ecu.
    no ID, no codes, no vin.
    checked voltages at both obd and oem conn. all ok.
    still no cel flash, just solid on.
    ECU had water damage on case, but inside looked fine, had ECU rebuilt
    installed re done ecu and have the same results.
    cel on, wont flash.
    have fuel and spark.
    scanner boots up when plugged into obd2 and oem conn. but gets no info from ecu.
    I think I covered most checks going through this, but Im missing some thing .

    Using the wiring schematics (if you don't have then let us know, someone can post it) Check power and grounds for the ECU. There are more than 1 for each. Verify all fuses are good for the ECU as well. If they rebuilt it and programmed it, then the ECU itself should be fine. That would be where I would start.

    diff lock grey wire mod k&n77series cold air intake 2nd gen s/c water meth injection 7th injector urd 5100s lift all the way around add a leaf new excedy clutch and rear main seal scan guage 2 wet okole covers.bazooka tube.& some minor body stuff.TRD supercharger,URD 7th injector kit
    what engine exactly, how are you checking for fuel and spark? generally OBD2 sucks for diagnosing a no start.I would forget about your scanner getting info like vin and ID I have 2 scanners one snap on the other is scan guage and niether of them show that info. as for codes usually it just says no codes stored check engine light will allways be on when the engine is off with no codes active allso this will explaine no flash codes theres probly no active codes stored in obd2 you need to go back to basics air fuel and spark depends what engine you have but generally if you have fuel air and spark shit should be firing even if its rough it should be firing. this reminds me of a time I had a no start due to MAF sensor not being pluged in all the way tricking the ecu it couldnt calibrate air fuel ratio due to no air readings and wouldnt start. maybe start with that then move to make sure rotor is spinning if you have one wich checks timing belt intact wont really tell you if it skipped teeth but tells you if its intact then maybe check coils.
    start with that. good luck I like the maf sensor theory.

    Just look up Tacoma no start trouble tree forget about the codes
