I have a 2001 tacoma , can the tabs on the cup holder be replaced or the broken off peices removed.

A lift, some wheels, some tires, some performance, some cosmetic and then audio.
Yes it can. Most people use a old mouse pad and cut them to fit. I found some online on a part store that are rubber not foam like stock and no issues.

i just purchased new ones from the dealer and if you use the newer part number they are made with a mouse pad type material instead of the dry rotted rubber material.
iwould use the gasket material but i have no tabs left for templates. i did find this quote that helps out if anyone needs the correct info:

Ok, The dealership I use just confirmed that there are only 5 of them. The way it works is that the two that are cloest to eachother are actually 1 tabe that is double sided if that makes since, 1 side sticks in 1 cup holder and the other side sticks in the other cup holder. Here is what you need:

old style Part Number 66995-AD010 Quantity 4
    Part Number 66995-AD020 Quantity 1

these may be the older material. i believe the new material used is ad011 and ad021

Take the console out which is held in by a few screws and bolts. flip it over and unscrew the tabs. slide new tabs in proper location because a couple are double sided and rescrew down tab mounts. takes about a half hour or less.

Using advice from a previous thread, I cut new tabs out of eighth inch rubber gasket material. Works great, holds well, won't deteriorate.

Yep, go to a hardware stores or rubber supply store and get some 1/8'' rubber. My local rubber supply store had a big scrap bin and let me take what I wanted free of charge. Just take out the console. I think there's 5 screws total. One inside facing down, 2 on the front sides, and 2 on the back sides.
