From what I have seen and heard:
Sand it to roughen up the surface a little - don't sand all the chrome off and don't use course sand paper, you still want a smooth enough surface to paint on, but not so smooth that the paint won't stick.
Use a self etching primer. I'm not sure if self etching and adhesion promoter is the same thing - i have heard both terms used. Adhesion promoter, as far as I understand is more for painting plastic, and self etching primer is for painting metal.

What paint did you use and how good of a match is it in the sun? I am interested in doing this too.
