I have alloy wheels and can't get this crap off?

I've tired regular wheel cleaner like armorall and a power washer with a brush.
I think i need something stronger.

go to Autozone and buy "Purple power degreaser" mix that 1 to 4 with water, spray on cool to the touch wheels then scrub lightly to moderate with 0000 Steel wool. Should come right off. Make sure that there is plenty of degreaser on the rim. Then just spray off with water. Repeat if its not clean enough.

I detailed for a living for a few years, ive seen much worse than that.

Re finish wheels as the original finish ( clear coat ) has flaked off, exposing the base color. No scrubbing is going to remove what you see. Duplicolor makes a rattle can that's close to the OEM finish, but there is work involved.

I agree with ^^ this. Looks like you gone through the finish due to age.
