Body Repair Question

    So about a month ago my month old taco to me was hit by a backhoe at work. I've never had to deal with any body repairs or new paint so I'm not entirely sure what to expect. I noticed the lower panel has small bumps on it is this normal? I tried taking the picture so you can see the 2 different textures. The upper half looks fine but the lower looks like they painted over rhino line. Thanks for any input you may have.

    The lower panel comes like that from the factory. I think it was their way of trying to protect the body/paint from rock chips.

    They come like that from factory. Its a clear protective application for lower body panels. I was wondering why it was like that when i first saw it on mines and then noticed it was on both sides. I kinda figured it was for that reason and after some research it confirmed it.
