I believe that's called the upper retainer. See attached for an idea how it attaches.

As for how the bumper attaches, there are (4) 14mm bolts, 2 per side that attach to a mounting plate on the frame. (pic 1)

Then there are (2) 10mm nuts, one on either side, sort of behind the corner lights. (pic 2)

Then there are two piece of crap plastic clips on the underside of the frame. I just used zip ties there (pic 3)

Pic 1 (passenger side 14mm bolts... you can see the zip tie in this pic also)

Pic 2 (10mm nut passenger side - you can see the wire loom for the turn signal in the background for reference)

Donahoe CO's, Deaver leaf paks, Lockright Locker, All Pro body armor ( sliders, front and rear bumpers ), All Pro under belly skids, Warn M8K w/Masterpull synthetic line, Dual Optima battery system, 4 ea LightForce Striker 170 offroad lights, 8 ea wired rock lights, and plenty more I'm sure
The part spanning from the frame rails is considered a cross member...
tho' it is thin stamped steel and weak sauce.
My All Pro bumper omits that part...
with a built in cross member that replaces that piece.

The other part you have linked to...
is simply the tupperware facia backing/support.

That facia support should bolt to the L/R frame mounting brackets that Madjik posted. (1st pic)
