Should I be able to move new ball joint by hand?

Gonna replace my ball joints tomorrow. I ordered moogs from rock auto. My question is... Should I be able to move the ball around by hand?

I've searched this and most have said that new ball joints should be almost frozen. They start to articulate once the weight and pressure of the vehicle is on them.

So now I'm wondering, before I install, is ball joint movement by hand normal?
