Even a person who buys a vehicle sold "as-is" still has certain legal rights. I have seen several cases where an unsafe vehicle was sold and the buyer was in an accident. The brake line had been "repaired" but not done correctly. Small claims court case was won because the buyer was able to show that the seller had a known safety defect that resulted in the crash.

As for emissions, FEDERAL law overrides an "as-is" sale contract when a vehicle is knowingly sold with federally required emissions systems are removed and not replaced prior to the sale. I have seen it before, and have actually been called into court to testify in a case in Florida.
