If I put 1999 type Tacoma rims (15 inch) on my 2001 Tacoma (16 inch) will there need to be an offset adapter, or will the changeover be OK.

I realize I would have to get new 15" tires, my concern is there a necessity for an offset adaptor in rim changes?

Tires 265/70/16 with the current 16 inch rims.

There's no difference with backspacing or lug pattern/spacing.

However you're going to have a problem because the hub bore on the 1996-2000 tacoma wheels is smaller than the hub bore for the 2001-2004's. You're going to have to mill out the center bore a half inch or something like that.

Probably not worth it. Especially considering the fact that your also changing from a 16" to a 15" and will need new tires.

Hub bore should be the exact same.

Not certain, but its possible that the '99 rims might not clear the calipers, without a spacer.

    98 toyota tacoma, stock
    they will fit.

all you saying they wont, where are you getting this from?
15 inch rims (stock) will fit on 1st gen tacos 1995.5 to 2004.

the hub bore from pre tacos 1984-1995.5 are smaller, but the tacomas are the same.

    x3 on EZ peasey...

bolt on...also, you can go 31x10.5x15 with the tire swap, just about same size as the 265x70x16, almost identical...the 31x10.5x15 was the stock tire size for Prerunner 6 lug and 4 wheel drive during those years...

The 15 inch wheels on my 01 shown below came off a 00 and required no modification.

My mistake for not mentioning this is only true of the 4x2 5 lug models. It seems like the consensus is that this is not true of the 6 lug models, but I'm not entirely sure on that.
