I haven't been around these parts very long, but I have gathered some understanding on the frame issue relationship with Toyota.

My first thought is to say "sorry, I think you're out of luck." As the frame replacement/buy back was only for 15 years after the truck was made. So the 15 on your 1998 ended in 2013. In addition to this, your truck had to go in for a frame inspection or undercoating before the end of 2011. If your truck never went in for this, I think you are double screwed. If the 2011 inspection was done, maybe you got a bit of an extension?

If Toyota won't help, you have to seek out other options. It's a huge chore, but your only chance might be to buy a totaled Tacoma and swap the frame over yourself. Find one that is damage in the front or had a roll over. Ideally, you would want to find one that was stolen and totaled because of that.

Short of an entire frame swap, you should look into welding thick pieces of sheet metal to the frame to bulk it back up

    cant weld rust.

you could make one, but if your asking then thats not an easy feat.

could locate one in a southwestern state.

give up on truck. or buy one without rust, but maybe body damage or blown engine and do the swap. pretty sure toyota was billing a frame swap to almost 40 hours. so its no easy feat.

BUCKLE UP! It makes it harder for Aliens to pull you out of your Truck.
I don't know where you are but here is a truck with a good frame for $1,200 OBO. Not mine, I do not know the owner.

99 Toyota Tacoma (wrecked for parts) - $1200 (Louisa)

Selling my wrecked 99 Toyota Tacoma 4cyl 4wd ex cab pickup for parts. Cab is good, bed is gone, interior dash is gone, motor and trans are intact and should be fine. Frame is good, front end damage. This truck was a strong tough running truck before I wrecked it and I've been using it for parts but have fallen on hard times and just really need the cash. This truck could be restored to driveable, title is lost but clear. Would prefer to sell the entire truck and not just part out, open to trades including (guns, cash, other trucks) First come gets it... $1200 obo for the entire truck.

Frame is good (straight) or frame is rust free?
