Don't know if this will help because of the first part of your sentence, but there is a switch at the top of the clutch pedal that needs to be depressed in order for the cruise control to work.

Over time the clutch pedal gets a little more play at the top to the point that it no longer pushes that switch in enough to have the cruise control work.

Try putting your foot under the clutch pedal and pulling it up all the way... while doing that see if you can engage cruise control. If that works then all you have to do is adjust your clutch pedal so that there is less play at the top.

Is the replacement of a 2001 taco an easy replacement, or will I need professional help?

    Is your battery/alternator going out?

I had a bad battery terminal once and cruise wouldn't function until I replaced it.

You will need professional help to replace a 2001 Taco. Replacement is very hard to do. I honestly don't know how people do it.

Update: The springs on the clutch pedal control (manual) broke through the housing, causing a failure of the cruise control (sensor). Replaced the bracket and cruise works just fine. Almost broke through both sides of the bracket. Lucky, I guess. but 220,000 miles later I guess it's somewhat expected....

Ive been having issues with my Cruise control...I hadnt got around to looking into it much, found the clutch pedal switch gap excessive fixed that and it worked for a bit, then cruise quit working again! So yesterday I check under the hood and the cable was loose, put it back in its bracket and tightened up the nuts and it works again!

Tacoma is stock and staying that way, Pickup is TBA as of now.
If it isn't that, check the fuses. I believe there's a 20 amp fuse for the CC if memory serves me correct.
