Spare tire carrier recall question

Last week i took my 04 taco in for the spare tire carrier recall. My truck was equipped with the toyota installed spare tire locking device, which i liked because years ago on another truck the spare was stolen. The dealer replaced the spare tire carrier assembly under the recall but now i've noticed the lock and the key is gone. I contacted the dealer to share my concern and i was told the locking device is no longer available, is this true? Anybody here have this happen to them? Thanks.

 

Nobody has had this issue? I looked online trying to locate the locking device with no luck so maybe it is discontinued.

 

I cut the lock off after a low tire was driven home because it would not unlock for one of my kids...

Only time I had problems with the spare was the day it "dropped out from under Tacoma" .....This was before the "official" campaign started and my dealer was going to put Sienna parts on temporarily,instead I got bumped to top of the "recall list" thanks to the spare riding in my bed...

 

My guess is since only the 03-04 trucks came with the key, my guess is Toyota reverted to the majority and went with the non-key version.
