So I've spent the last 3 days pulling the locker actuator off my 99' taco so I could rebuild it due to it not working. In the process I broke the top stud becasue the actuator had corroded to it. but once I got it opened up it looked like this.

Is there any hope for fixing this? Or is there anyone in northern utah area that has one for sale?

    Yikes...

Maybe find a 'Pick-Your-Part' type salvage yard.

I dont think I've ever seen a tacoma in a salvage yard up here, I'm gonna go check to 2 4runners that are listed in about an hour to see if either of them have one I can grab.

Might as well try! If it works you could still grab another one for a spare. These things aren't getting any easier to find.

I just put an elocker in my non trd tacoma last month. Got it all in and elocker no worky- I ended up destroying the housing for the motor as it had corroded itself to the steel axle housing. The contents of my eclocker motor looked about like yours. I looked hi and low for a replacement and the only luck I had was on carpart.com- expect to pay about $200 for one shipped.

Wow that looks bad. I say eBay like other members have mentioned. Research the 4runner part replacement well if you decide to go that route.
