Finding Bad Ground for tail lights

both my tail lights and brakes are out and both fuses are blowing. i followed the ground to under the hood. does that sound right or does it ground to the frame somewhere else?

Sounds like a power wire has been damaged and is grounding out. Are there any wiring modifications (Trailer light harness, etc)? I'd start at each light and work the wiring harness forward until I found damage or anything obvious.

ill give it a shot, also i noticed, before the brake fuse pops, when i press the brake pedal with the door open it makes that sound like if you were to leave your lights on with the door open

Hmmm... sounds like someone has modded something.

If you replace the fuses, and just turn on the lights, do they pop? If not, then it's in the brake circuit and I'd start at the brake light switch (it's under the dash and triggered by the brake pedal being pushed in).

when i replace the taillight fuse and hit the lights it blows too

Then I'd go back to the second post. Start at the tail-light housing and work forward on each side.
