parking brake blues

    HI all
    I am a "rookie" here.I have a 99 tacoma e-brake issue.
    I recently replaced the parking brake cable(lots of fun).
    I now find that the infamous adjustment /return spring under the drivers side underside will not go back after I pull on handle,the handle makes correct amount off "clicks" after install.I soaked the heck out of spring with wd40.I can tap it back to remove slack with hammer,not convinced it is the spring.
    I noticed that I have big time slack on the parking brake cable going into passenger side drum(it seems drum has a lever/spring that does not move).I tried to hammer it free, no luck.
    the driver side drum cable has no slack, spring will move.
    anyone have an idea how I should try to fix this trouble??? not sure if I need to pull of the drum on passenger side, if so how??
