Mine take a minute to lock up aswell...I think its the gears trying to get alligned. When you engage the locker try creeping forward slowly while turning your wheel slightly to the left and right

I have tried that and it seems like the locker is engaging. when i disconnect out of 4wd lo and the locker i get 2 clicks with i do not engage the locker and only put it 4wd lo and disconnect it i only get 1 click. is it possible that it is working but the sensor is messed up some way.

go to a gravel lot engage the e locker and spin some tire. Look at the skid marks. You'll know if it engaged or not. Consider doing the grey wire mod. I love it. It enable you to use the locker in 2 or 4 hi as well.
