Ticking 2.7 liter... easies way to shim valve lash??

I just bought a 99 tacoma prerunner with 214k miles on it. Runs good, but there is one rocker arm that is ticking. I have done some reading to find out that there are special tools needed to get the shims out and put new ones in. Well, the local Toyota dealer doesnt have the tools, and non of the local tool shops sell it either. Most people say the tool is a real whore to use too.

So, would it be easier to check the lash on all valves, then pull the cams and change the shims on the valves that need it? That way I wouldnt have to worry about finding the tool, and figuring out how to use it...

Im already sick of this thing sounding like a sewing machine! Please help!
