2003 tacoma emissions help

    was wondering how to tell if a 2003 tacoma 2.7 has california emissions or if was even available. I was told that it has emissions code 'fe' which is 50 states emissions . is that the same as california emissions . if so how does it effect mileage as opposed to standard emissions. thanks for any info ! Anthony
