2001 Taco Drain Bolt

Hello,
I have just purchased a 2001 Tacoma 2.7L 4WD.
I have changed the oil and discovered something I have'nt seen before.
This truck has an oil pan drain bolt that looks like it is a "zirc" fitting. It has a rubber cap that when removed exposes a core that looks like a zirc fitting! A brass ball is somehow depressed and drains. Looks as if a "spigot" can be inserted to drain the oil without removing the bolt. Anybody heard of these? Danger of leakage?

No, this is not any kind of a "petcock" or ball valve. It looks like a bolt, but has a removable center rubber cap and when removed, you can see a spring loaded ball, remindeds me of a grease fitting. I think I will take a picture of it and post it.
