Some stuff. Not a lot, just some.
In order to install an LSD, you would have to remove the locker. It's one or the other.

2005 to 2008 Sport TRDs had limited slip differentials (internal clutch). A sticker on the rear differential will warn to use special Limited slip oil in it. Other Tacomas PreRunners, Off Road TRDs have open differentials with the 'e-locker' attached to them in back.

2009 + Tacomas have 'e-limited slip' called TRAC that uses sensors at each wheel measuring rotation and uses the brakes at each wheel to slow down (limit) spinning when that tire has no traction forcing drive torque to the traction tire to keep you moving. The 'e-locker' is still offered on the Off Road TRDs and A-TRAC as well on 4WD Off Road TRDs.

That truck does not have a locker, based on the picture of the driver interior. Let me try to consolidate the info and fix errors others have said:
-The locker was an option on trucks starting in 96, but the TRD package with bilsteins did not start until 1998.
-All V6 TRDs had the locker standard (prerunner and 4x4), but 4cyl manuals had the option and 4cyl automatics could not have one.
-Fender flares (the black plastic ones) were not put on tacos before 2001.
-1st gen tacos (pre 2005) did not have a "TRD Sport" package or a stock LSD. Only a locker or open dif.
-As for the bilsteins, anybody can purchase them and put them on.

    Hope that helps.

Thanks for all your responses, i checked all these tings out and it is infact a Prerunner with TRD wheels. I probably wouldnt have found this out to later without all your help. Frankly ive been unimpressed with this dealer, they know nothing about the car, i put down a deposit and made plans the following day to bring it to a friends shop for a full inspection. I showed up today, and the owner was there, who told me i couldnt take it for inspection, when i found the salesman i talked to yesterday, he gave me a blank stare with im sorry, we cant let you drive it. What a joke.

The sad thing is this is the only Tacoma ive found in the area that had not had the wiring under the dash molested or some rust or interior issues. I really thought this was the truck, even if it does not have the TRD package, but not from those guys.

That's messed up. I wouldn't deal from that place if I was you.
Wait it out a bit, you never know what will come along down the road.
Someone is always selling their vehicle.

More importantly, why are you considering a truck with potential long term frame issues? Better choices exist.....
