Depends on the gunfight I suppose. The article backs up what my brother-in-law is taught as a MCSO SWAT team member. Of course he's trained and wearing body armor...

 

SwAt and specops guys = out looking for a fight. Proactive with backup.

Civilians more than not are surprised, reactive, and defending themselves without backup or a radio to call the cavalry. Two different animals that I think most cwp holders fail to recognize and therefore train with the wrong methods.
