each one has 3 screws, and 3 of those pop out clips with the bottom holder that expands when in

In Canada? Try the nearest Canadian Tire or PartSource store. OEM clips are pretty brittle, no better than aftermarket clips. I actually broke two of the six OEM clips when replacing mudflaps.
