Def don't have to take your tires off...I used news paper and blue painters tape. I have also seen a guy use a deck of cards. He lined up playing cards that stuck up from the outside of the rim all the way around so the overspray wouldn't get on the tires. You def want to rough the wheels up with a wire brush or high grade sandpaper so the paint sticks better.

I used satin black caliper paint so it sticks really well and its high temp paint (haven't chipped yet). You just want to make sure you take the wheels off the truck and paint multiple coats to avoid runs! good luck man

I'm afraid that using a wire brush will leave scratches that will be visible through the paint. Did you use a brush or sandpaper?
    How many coats?

I used the scotchbright to scuff up the rims. it leaves them hazy but they get filled in with paint and no scratches are visable.

the scotch bright works great...and like he said, the paint fills everything in. no visible scratches at all! I think I did 3 coats total. mist them on the first coat, then fill everything in on the 2nd, 3rd is to seal the deal! make sure you don't put the wheels back on until they are completely dry. tire iron could take the paint off if the paints still soft.

I started off using a scotch bright pad then I ended up wet sanding mine.

Anybody ever tape up the raised edges of the spokes to keep some of the metal showing?

but for powdercoating the tires have to be removed from the wheels since the wheels get baked.

Just spray a light wd40 or Vaseline or something on the tires the paint won't stick
