Neither of those are cold air intakes. Your stock intake is cold air.

Short ram intakes. They claim cold air because of the sheilding but it does nothing. A boxed intake like the AFE Stage 2 Si is a boxed unit that sucks air from the factory location which is cold air.

so for increased throttle response and better fuel consumption would i be better off to buy a throttle body spacer or go with one of these kits, or just stay stock

Well a throttle body spacer doesn't do anything either. Well it makes your engine whistle but that's it. An intake may improve your throttle response just a bit and maybe give you 3 horsepower but you wont feel 3 horsepower. Also an intake won't help MPGs at all. No bolt on will really help fuel usage.
