Rubber tube passing through firewall on passenger side??

I just got my PIAA package (510 and 2100 lights) and was trying to plan out where and how to wire everything tonight. My passthrough for wires on the drivers side is pretty full from my Search and Rescue radio, but I saw this weird thing on the passenger side. It is a small rubber tube that sticks out three or four inches in the engine compartment, passes through the firewall, and then ends in a rigid black box up behind the center console....any ideas what this is? I only need room for some small wires between the switches and relays so I think I can wiggle them through alongside this tube, mostly curiosity on WTF it is.
Here are some half assed camera-phone pictures. Look for yet another PIAA510 install write up soon!

With sufficient thrust, pigs fly just fine.
