Water sound when first moved???

I am not starting a new thread so I will just bump this one.

When I start the truck after it sits for a while I can hear water moving around behind the dash. It's usually just at acceleration and after a while it stops. Wtf?! I looked at that drain plug against the firewall and shoved a clothes hanger in it. It went in a few inches and stopped. I pushed it a little hard and no water came out.

Any other suggestions?
