Bad blower motor or something else?

    Well, I have no air blowing in my 07 Taco. I have read threads about the blower working only on high and not on the lower settings. Mine is not blowing at all. I took the blower off and checked the voltage coming to it. When I turn the blower onto the lowest setting, the voltage jumps from 0.0 to 12.34. When I turn it up to the higher settings, it stays on 12.34. I checked the continuity of the motor and my volt meter tells me that there is a circuit. Not knowing that much about it, could it be a bad motor or something else?

    Motor may have crapped out. If you turn the knob & there is 12v DC going but the motor isn't running.
