Your best bet for an increase in power (and only under open loop) would be a URD Maf Cal from urdusa.com

The the 50% better throttle response can't be argued, it's real.

These chips are usually a resistor that tells the ECU that the intake air is colder than it actually is so more fuel gets injected for the colder, denser air.

The URD unit goes in between the MAF sensor and ECU and it actually has programming in it. It tells the ECU that a different amount of airflow is passing through the intake so that fueling is adjusted for mods and even adjusted from stock because engine usually run a tad lean for emissions purposes. Lastly the URD unit isn't claiming a MPG increase because that isn't what it is for.

x2, if you're running in open loop frequently, you aren't going for MPGs. If you aren't familiar with open vs. closed loop, typically open loop is higher RPM and higher throttle position. Typical driving around town may never put you in open loop.

If you are always with your foot in the throttle looking for those extra horses, expect less power. If you drive like normal, there's no change in MPG

In closed loop, your current MAF sensor adjusts the fuel map if you will to make the engine more efficient. Once you go to open loop, the ecu defaults to a set map. The URD calibrator wouldn't allow the engine to just default to a set map when in open loop, it instead keeps talking to the ECU and tires to make the engine as efficient as it can be in the open loop. It's not really complete to say it's just for power the problem is someone looking for MPG improvements wouldn't spend a lot of time in open loop. If you tow, you might find yourself in open loop more frequently because your engine will keep trying to make more power. Hopefully not too confusing.

Even with the URD MAF calibrator, in closed loop, you will see no change at all as your ECU will stick to it's normal routene.

Gotcha

But I must point out that deceleration fuel cutoff is also an open loop mode, zero fuel use. Doesn't really apply to what a maf cal could effect though.

Open loop: warmup up mode before the cat is up to temp. Basically the ECU is running a static set of parameters and is not using O2 sensor feedback.

Closed loop: the ECU is fully online and adjusts parameters based on feedback from system O2 sensors and other inputs to optimize combustion and timing.

Oh, and aftermarket "performance" chips, unless designed to support a specific mod like a 'charger, are worthless... except to the folks selling them. Come up with a fancy high perf name, tweak a few of the parameters that have already been exhaustivey optimized by Toyota, make ridiculous perf or mileage claims, then sell them with an asterisk that "results may vary" which basically is an overt admission of their worthlessness. What a business....
