Never heard of holding a customers vehicle for something like that, or anything at all for that matter (except them not paying a bill). We advise customers of what they need, if they choose not to do it, we document the recommendations and let them leave. That way there we cant be held responsible when their vehicle dies cause they didnt listen to us.

But to answer your question, to do the job yourself should be fairly easy, DISCONNECT THE BATTERY, remove the steering covers (2 phillips screws), remove the airbag (2 T27 torx bolts), remove the steering wheel (19 mm nut), swap out spiral cable (couple of clips)

Ya... supposedly it's illegal to do that, but they did it and she was freaking out and not in any kind of condition to reasonably debate the service manager so I told her to go ahead and write the check for the brake job.
I'm surprised it wasn't a $600 job with new rotors... they DID "recommend" new rotors (they were fine).
It was a 2000 Echo with about 45k on it, 2nd set of pads, in for the brake booster recall. It was originally a regional thing in cold climates, but they expanded it to cover all areas.

I got mine a week or so ago.

It's likely regional. As the remedy part is shipped to dealers, letters go out.
Larger markets are likely to get theirs first.

Just checking because I do not trust USPS.

They constantly deposit my mail into other people's mailboxes and vice versa. GRR.

I can't even begin telling you how excited I am that at the very least this recall is moving forward... more or less.

Got my second letter today. I might wait a while before taking it in for repair. I don't trust my local dealer that much, so I'd like for them to get a few of these repairs under their belts before having them do it to my truck. My airbag light is not on, so I'm not in any hurry.

Got my second letter last week. Truck's going in tomorrow. I sure hope Toyota will refund me the $220 I paid last fall for a spiral cable I installed myself in about 10 minutes. Good thing I kept the receipt.

Got my recall done yesterday, but also had a bad sensor on the bumper, which was also causing the airbag light to be on. $280, yay!

I got my second letter a couple days ago,but i had already paid to have it repaired ,so i will send them the info for a refund,BUT even though it was fixed i am wondering if Toyota is replacing the spiral cable with a new design and mine will fail again eventually because it was replace before the recall came out and was probably replace with the same defective part as the OEM part.

Take it in and let them inspect it, doesn't take long and it will give you piece of mind.

Just came back from Toyota Stealership with same exact concern as noted above. 1.5 hours later they sent me on my way and I was () this close to leaving when I noticed the following on work order: Lot # Not Affected. Infuriated I stormed back into the office demanding answers. After 20 minutes of arguing with sales rep and his manager I got them to walk to the shop and talk to mechanic.

Prepare for 7 rounds of bullshit commencing in 3...2...1...
I DID NOT HAVE TO COME BACK SECOND TIME. Yep you heard me. These mofros apparently started installing correct replacement parts starting in 2011 when my part originally failed. Now here is the bullshit part about it.

On the spiral cable assembly there is a number.
    *XFT R84 4643*
R84 through R88 apparently have to be replaced.

My original part number was replaced with R1* part which apparently is "THE FIX". I call shenanigans because part was produced 06/23/2011 according to the box but err... part number is 84306-04080 which is more than 6 months before recall actually happened.

Here is what I can see on my old part which I kept all this time:
    * XKT V70 0310*

I do not know what my replacement part reads since I was waiting in the waiting area. My guess is that Toyota STILL has no idea how to fix it. When I looked at my old part in 2011 and my new part installed in 2011... they looked identical as if someone cloned the old part.

I was assured by stealership that my car was good to go and that I would be getting my refund.

All in all I went there at 10am and got out of there at 12:30pm. With no new parts and no clear answers.
