Added extra awesomeness to its original awesomeness.
Clay bar is the first thing you may want to try. However it could be something that may not come off, certain things in nature have a chemical reaction with paint and cause it to bubble/peel/melt for a lack of the scientific terms.

Looks to me like your clearcoat is failing.
My wife has a HUGE problem with that on the plastic parts on her '04 Rav4, and she has some areas on the sheetmetal that are discolored.

You have a '12... push the dealer for a fix. Paint problems are not unusual.

looks like some sort of tree pitch? try some denatured alcohol to remove it and follow up with some wax/polish.

If you touch it, is there any "give" or is it solid?

If it has "give" like it's a bubble, it's a bubble in your clearcoat.
If so, don't mess with it, get it back to the dealer.

Claybar might remove it, but you'll be left with no clear over that spot, and the peeling will continue.

The larger area looks like it could be tree pitch, but the smaller crescent at the top of the picture looks exactly like my wife's Rav4.

Doesn't look like a clear coat issue to me, those spots at the top of the pic look like hard water spots that can be polished out.

Not the rings... the area that looks lifted near the water spots above the main damage.

Ah gotcha..... I'd still guess some sort of tree pitch. Peeling clear looks different than that, and on a 2012 (unless someone repainted the hood already) it's not likely the clear peeling.

Wife's Rav started showing evidence if clear failing in a year, and bird shit can promote it.

Looks like what's on my hood. Sadly mines bird etching from sitting on the lot for a week in +25 weather

Yeah bird shit can etch into the paint if it's not cleaned off right away, same with tree pitch if it sit's too long in the sun. Let us know what you find out OP.
