Tires I think are the most important part of a Taco. Get him some new rubber and he will smile.

Just the essentials and no extra fluff.
If he drives off road at all and doesn't already have it some recovery equipment would be a good idea. It isn't the most glamorous thing to buy, but eventually he'll need it.

    Hi-Lift
    Lift-mate
    Shackles
    ARB snatch strap
Off-road base and handle keeper for the Hi-Lift
    Receiver mount recovery hook

Probably around $300 for all that.

It's his baby. He drives a two-wheeler, and drives it in an urban environment. He doesn't offroad like you guys, and probabaly shouldn't with a bicycle. He definitely doesn't need that ricer glue-on cr*p! Heck, I have a managed forest with logging roads, and have no need for that stuff.

If the terrain and job warrants it, I'll then use my tractor, Suzuki King Quad, or skidder (... and a chainsaw or two). Pick the proper tool.

I vote sound system. You could get a nice touchscreen headunit for that price range.

Weathertechs floor liners are a nice gift. I got some for christmas last year and i was psyched. Seems like he does alot of exterior mods to improve the look of the truck, maybe some offroad lights. Ohhhhh ive got a good one! Grillcraft grill insert, it adds so much to the look of the truck in my opinion.

    Lots of good suggestions already.

I'd suggest to nonchalantly ask him what his wants for his next mods. Or say that his mom/dad called and wanted to know what he wants for his truck for Christmas. It would suck if you dropped a couple hundred dollars on something that he didn't really want and risk hurting your feelings by taking it back.
