Try changing plugs. I use Bosch Platinum tip in my 1993. If still rough have a mechanic put a scope on it. Also, check with mechanic to see if it has solid lifters that might need adjusting tappit clearances.

The Toyota uses shims to adjust valve lash/tappet clearance. Before making any changes to that however I would suggest finding the root cause of the problem. First thing, have it checked for codes. Not all codes will turn on the CEL. Having the basics already done (Plugs, wires, fuel filter, etc.) I would think having the general tests performed to see what the problem could be. You would want to test things such as fuel pressure, engine compression, cylinder leakdown. Those are simple tests that can be quickly done and will tell you a LOT about what is going on.
