OEM Roof rack

as most of us on here know, TRD sports come equipped with either Dunflop grandteks or Bridgestone Dueller HT's. does anyone know what determines this? Ive seen two identical new Tacomas at the dealer lot and one will have the flops and one will have the Duellers. Why?
