What do I do? It is not leaking from the refill or the drain plug.
    How do I fix this?

if its leaking around the housing try taking the 3rd out and resealing it with liquid gasket or an actual gasket. if its leaking around the front where the driveshaft mates up? thats where mine started to leak. had the breather clogged up and blew out the front seal.

if thats where its leaking you loosen the DS, pull it out and replace the seal, think it was 18 bucks at auto zone. took me about an hour to do in the driveway.

I would suspect the drive shaft seal. Done several of them on Fords. Usually around 100k on 4x4s that have been in mud and sand.
