Best combination for 28,000 bucks?

    So my dads current car is running bad, and its getting close to kicking the bucket. He likes the truck I have and now wants a tacoma. It will be a company vehicle and he only gets 28,000 bucks total for a new car. A V6 and Double Cab with auto are a must. Also a tow hitch is needed. After that its just cosmetics and extras. What other add-ons/packages can he get with this amount of money out the door, and which ones are the most bang for your buck. Anybody have any suggestions?
