Rear/front 5100s, rear spring add-a-leaf, LED interior lights, K&N CAI 63 series

I've installed a new stereo and and new CB, both make a cackling soun when the engine is turned over. When engine is off there is no interference at all. Both are grounded to the frame. Tried other grounds but same issue. Any ideas?!
