First question that should be asked, how much are you willing to spend?

    enough to go over stuff
I think the first question should be why a 3 inch? Any specific tire size you wanna fit? Do you plan on off roading or mall crawling? If you go three you may need new UCAs which arent cheap. Just stuff to keep in mind and people will need to know to make recommendations.

I am going to run stock tires. Light off reading if any. I don't want to spend more than 400.

Well if we know how much he's willing to spend, then we can answer all of those questions. ;)

You're asking a lot with just $400. The only lift products that will give you 3" of lift for $400 are going to give you a terrible ride. If you're going to use stock tires, then I suggest just getting Bilstein 5100's all the way around and add-a-leafs...

    I suggest this...

Bilstein 5100's with the optional rear shocks built for 3"-4" of lift for $309.99
    http://downsouthmotorsports.com/i-135658-toyota-tacoma-front-bilstein-5100-ride-height-adjustable-shocks-05-2013-w-optional-rear-shocks.html

Toytec 2" add-a-leaf for $84.99 This can give you up to 2.5" of lift up front and 2" of lift in the back.

Outside of wanting to put UCA's on I have never had to on a Toyota with a 3 inch lift. Had a lifted 2000 4runner(about to have another), lifted 07 Tacoma, and a lifted 92 pick up. With 285's for the tire size.

Save up and don't ruin your truck by running a spacer. Save for 5100s

I would say save your money and do an OME lift later. Or just do 5100's up front and an aal that won't get you to 3inches without coils up front but it will get ya off the ground a little.

Good point. But for 400 his options are limited and running stock tires with a 3 inch lift doesnt look great... I would suggest for 400 to just get an add a leaf in the back and do 5100 up front at 2.5. He wont get a full 3 but his ride wont feel ruff and cheap like a 3 in spacer.
