Has it always been like that or has it just started? Did you replace with a different antenna? Do you live far away from a station? We need a little more information to help you out.

For what its worth, I've shortened my factory antenna to 12" and around town I notice no difference but I don't listen to radio that much. I either use XM or my phone. I'm sure the further away I get it will be shit though.

    1) Bad antenna
    2) insufficient ground
    3) bad tuner, time for a new radio

Could be any of the top. But unless you did some recent work to the antenna or ground then it's probably the tuner.

It's not so much that it wears out, it's that the internal grounds and small components in stereos are notorious for coming loose after long term usage, they don't last like they used to.

If I were you, since you are not the original owner, is to pull the radio and check for all connections. It may be the PO had an aftermarket system and just threw the factory one back in without properly seating the antenna connection.

What does it require in regards to special tools in order to pull that factory tuner out and if it is not repairable is there any recommendations for replacements
I haven't priced a new one from Toyota but I'm sure it would steer me towards aftermarket

If you go aftermarket then try crutchfield.com, they usually have everything you would need for easy replacement. There are also companies that make aftermarket replacements that are close to OEM, some are better.

Factory radio in my '11 was junk. replaced with kenwood. sounds great but is basically a computer and difficult and dangerous to operate while driving. Factory one i took out is gathering dust in garage.
