Now I know that HID w out the right headlamps will be blinding other drivers, now if doing the BHLM what if the entire headlight was painted ill be using plasti dip and wouldn't layer it on thick, just curious since I know he light will scatter regardless but anyone think that it wouldn't be as blinding since reflection is cut down? And I think it'll look pretty damn cool too...opinions anyone?

Are you talking about painting the actual reflector black as well? If so, you will have no usable light on the road from your lights HID or not. The reflector is what aims the light on the road. If you want HIDs, save the money and get projectors and do a retrofit. I had the TRS kid in my WRX and it is by far the best value for putting the most usable light on the road from any HID kit. Also, I wouldn't use plasti-dip due to the tempratures in the head light assembly. I would use the Krylon Fusion for plastic. It's cheap at Wally World and works great!

So no plasti dip period for the BHLM?

I've got a HID kit on mine and it doesn't "blind" other drivers "if" your lights are aimed correctly. There is no difference between the regular bulb and the HID other than a more intense light (excluding the ballast and extra wiring). But if your headlights are aimed correctly then there would be no issue.

Now... Like SteveO said... If you are planning on painting the actual reflector you will get NO forward light output at all unless you are planning on doing a retrofit. You will be wasting your time and money and screw up a perfectly good set of lights.

Yes you can use Plasti dip for the BHLM but I wouldn't recommend it. I would actually paint the bezel with matte paint (or whatever color you choose). Just don't paint the actual reflector.

This is what it should look like when you are done

Think of it this way OP. You're driving down the road during the night time and you are wearing clear, regular glasses. Now imagine you changing those clear glasses to sunglasses. You have that darkness over your eyes and it's night time. What are the chances you're going to see better then wearing clear glasses? It's going to be the samething as painting the reflector. No matter what kind of lights you have(stock, HID), you paint or dip those projectors the light from your vehicle isn't going to omit forward.
