Looks like he cross threaded it and kept cranking.

Tapping it out is going to be a task best left to someone who knows what they are doing.
That is a blind hole. You CAN NOT drill it out. Most taps are tapered... the hole is not deep enough for a tapered tap.

Tapping blind holes is not for the faint of heart.

same size as the bolt. You just want to "chase" the threads to make sure they aren't damaged.

Are the bolts made of soft aluminum? I didn't know if toyota uses aluminum bolts for low torque areas to limit damage of say a harder metal. The amount of torque needed to break the bolt should have been a huge red flag. First thing my dad taught me, Don't force a bolt in aluminum. They should go back in with no more then what it took to take them out. He was referring to spark plugs but same concept.

First off try penetrating oil and vice grips but if hat doesn't work weld a bolt onto the stud it's alot less risky than a stud extractor.

Looks like he used a vice grip or channel lock to tighten it in the first place. :(

Unless he takes it somewhere or knows what he's doing, I see a new valve cover being installed.

This is exactly what I was going to suggest- even down to the brand. It's what I use. It also doesn't hurt to have some cutting fluid handy when you are drilling the hole.

If you cant get a welder, you could also run the nut down onto the broken bolt, and then use a punch and punch the threads to lock the nut on.
Or get a torch and run some solder in between the nut and broken bolt. You don't need much and don't let it drip down past the nut.

Guys... he's got the broken part out already.
Just needs to repair the threads and install the new bolt.
