So I didn't take off the plastic crap and re-wrap it with electrical tape (yet), but I squeezed the plastic (pictured above) a bit to try to firm it up and then kind of bent it away from that piece of steel to the right.
The noise stopped for the 20 minute test ride I took... I'll report back after I drive some more tomorrow. I believe it must be that area its coming from since it was happening constantly on my 10 minute ride around the neigbourhood at 1500-2000rpms before I messed with that area.

I have a nice little buzz/vibration coming from behind the b-pillar where the seat belt goes in. Just taunts me in my left ear...all...damn...day.

The buzzing noise coming from the passenger side is now gone by doing the following two things....

Instead of stuffing foam inside of that clip(in below pic, the clip to the right of that foam piece) I just removed it. Just push the clip in and pull it off. It can than be removed off the wire very easily also. The wire barely hangs with it removed.
Then I used some zip ties to tighten up the hard plastic crap wrapped around the wires in picture below. In this picture the person had replaced the plastic wrapping with electrical tape, but it fixed it for me just by tightening the bundle up with some zip ties. You have to kind of lay under the glove compartment to get to this without removing the glove compartment.

Big relief to have the buzzing noise gone and it took me like 5 minutes.
