AS you can see my bright lights act like I have headlight covers on it. They go out there, but just seemed alot weaker than my Dimmed lights. Any ideas on how to fix or is this the norm? I have a 2014 Trd Sport 4x4.

    First picture is on dim

I can't really tell how bright your brights are, but the pattern looks normal. My 2013 functions the same way. It throws light way out but up close has only residual coverage. I'd imagine 2012+ are all the same, not sure on the brights pattern for 2011 on down.

Even way out there its weaker light, like I have headlight covers on.

Your high beams are lighting up further down the road. A lot of times your near field light output on the road can be diminished.

Like I said, its hard to tell from the pic. I'd almost have to be there to see how yours compare. When I flip brights on they go out and do seem less intense/washed out, but that is about the best I can describe.

I have never gotten around to doing the foglight anytime mod, but I'd imagine that it, in conjunction with brights on, would solve some of the close proximity lack of light.

I wish there was a mod to run dim, bright and fog. I just wonder if I got diffrent bulbs if would that help. The picture is pretty accurate, the light brightnees really changes when you run brights. I rarely run my brights bc of this.

Same for me. Rarely use my brights, but when I do, my fogs take care of the up close stuff.

There's several mods to run fogs and high beams at the same time.
