I am in the process of buying a 2010 4WD V6 auto, 70K miles, and it seems owner was rather casual with servicing (not sure if diff. oil was ever changed, for example).

One thing that bugs me is that there may have been recalls that could have been taken care of during the warranty, but they have since expired, like the spiral steering column cable one, or others I do not know about.

I have entered the VIN in the Toyota website, and there is no recap of recall there, when there should be in my opinion.

A bit confused, here. I could use some help with that.

There's the new seatbelt thing in Access cabs. Mine is 2010 and I just got the notice. Don't forget to tell Toyota to have you as the new owner in their system so that you get all of the recall notices, rather than the original owner.

OK, I found the reference to "expiring recalls"

Is a voluntary recall the same, or treated the same as a TSB..?

Not a recall issue, but the TSBs for the upgraded 4-leaf rear packs and the steering shaft expire at 36,000 miles.

Yeah I didn't have it done on mine either. I use the bottom of the pedal a lot. Plus I have weathertechs now, so no worries.

If I remember right, if it involves safety and life or death situations, there is no expiration date, hence it being a recall. If it's something that has been complained about a lot that does not have to do with dead people, then it's a TSB.

TSB, or Techinical Service Bulletin, are just that: a Service Bulletin. They were originally created for dealership technicians only, as a means of aiding them on common failures. This helped reduce diagnostic and repair times, and decreased costs. As the information age came about these bulletins became public access and public knowledge. There are no warranties or guarantees on TSBs. Also the majority of the time a TSB will expire once the vehicle has passed it's factory warranty.

Close, but not 100%. a FACTORY recall does have an expiration date. I have dealt with many of them during my years at the dealership. Perfect example was the Duramax injector recall made by GM. It was extended to 200k miles on the Duramax, but since it was not a safety concern, and was not listed as a FEDERAL recall, it did have an expiration date, and expiration miles.
